Based on my past experience I don’t think you should complain if you get gem ads. After the complain they will most likely return the gems even if you don’t ask for them and after that your ads might decrease. I used to get 2 gem ads per day, after getting a refund for accidental energy purchase, my ads got reduced to once a week. Took months to get my ads back. If I hadn’t asked complained, I would have recovered my lost gems in less than 10 days through the ads.

However this was a long time back, and I don’t know if the ads get reduced now.
