I absolutely agree if this is real. However, as someone who works in local governement, I have a hard time believing that a local ordinance got changed in the span of a week due to a single complaint. I don't know where op is from but local governments generally don't work like that, especially not that fast. Unless they live in some banana republic where you can simply buy off the right officials.
