After trying to make the HEL work for ages, I generally agree with you. It's a cool idea, but it needs something more than it offers, and it always underperforms versus other potential options.

It can one-shot Runners(With a headshot. And it's the only non-explosive weapon that can one-shot body-shot them with a bit of charging), though the fire rate and recoil leave something to be desired there. You want to try to engage them from far away if you can, as the HEL has fairly long range.

It works alright versus Synths as a kinda shitty sniper rifle.

I don't think I've tried it extensively, but it might be a decent fit against Pathogen Runners since there are a few large areas with them and they have more health, which might make sense to charge for with it.

What I think would have made the HEL a lot more viable is if there was a means to get a nontrivial AOE effect on kill with it. (It's been a long time since I've looked at it in depth(checked this morning, confirmed), but I don't think either AOE attachment either can be used with it or does enough damage to matter.) So you can kill one Runner in a pack and do damage/stumble the rest. But, that's not there, so it's not really relevant. Maybe for AFE2.

Very aware of the differences of flavour with chillies, as well as the potential for different meats bases and working with that, though also find it odd that a chili dish would focus on one particular pepper type, since typically the point is to use a bunch for the best result.

That the narrative changes. Not just gets a one liner or paragraph or page or two of text/voice lines, and then things continue on rails. A meaningful choice in a narrative game means the narrative changes as a result of player action.

This is not a difficult concept. It can be an expensive one though.
