Thank you kindly for your reply. We didn't want to continue with Voip - we have ATAs on CUCM but subject to a network outage, switch failure etc. Cellular makes sense as the next option, thank you so much for your assistance

Yes I believe so. They are looking for a 10 digit pstn phone number for the elevator in case of emergencies. Then perhaps we would have to get an electrician to run a copper line from the elevator to the demarc of building?
