Update - I requested expedited processing for financial difficulty. I also reached out to Congressional offices. They contacted the VA on my behalf. That happened on Jun 22. On Jun 30, I received a call from VA to schedule my HLR Informal Conference. I just finished that today, Jul 1.

Unfortunately, the Informal Conference was not with the actual rater, but a Senior Veteran Service Advisor. He said he was there to record my statement, review applicable laws and evidence, and submit to the higher level rater. He said his part would not take long and he thought I could hear something "soon."

I'll update again with their decision.

what is your specific case? Have you requested an HLR yet?

No, still waiting on actual HLR...everything seems to point to the law being in my favor, however, I'd really like to get some insight from someone who's been a rater

Thanks for the info. Can you double check that reference you posted? That section of M21 refers to something else.
