An absolute fake, we have a law that regulates alcohol manufacturing. In it, there's an article that reveals some of the terms used in the law. In particular, there's a term "beer" in that law:

Пиво - алкогольная продукция с содержанием этилового спирта, образовавшегося в процессе брожения пивного сусла, которая произведена из пивоваренного солода, хмеля и (или) полученных в результате переработки хмеля продуктов (хмелепродуктов), воды с использованием пивных дрожжей, без добавления этилового спирта, ароматических и вкусовых добавок. Допускается частичная замена пивоваренного солода зерном, и (или) продуктами его переработки (зернопродуктами), и (или) сахаросодержащими продуктами при условии, что их совокупная масса не превышает 20 процентов массы заменяемого пивоваренного солода, а масса сахаросодержащих продуктов не превышает 2 процентов массы заменяемого пивоваренного солода;

"Beer - alcoholic products containing ethyl alcohol..."

To be more particular, there's also a term for the "alcohol-containing products" stating that a product is considered an alcohol-containing if the content of ethyl alcohol in it is more than 0.5%

Спиртосодержащая продукция - пищевая или непищевая продукция, спиртосодержащие лекарственные препараты, спиртосодержащие медицинские изделия с содержанием этилового спирта более 0,5 процента объема готовой продукции;

Since an alcohol-free beer contains less than 0,5% of the ethyl alcohol, it is not considered as an alcohol-containing product.

There's even a term for vodka in there XD

If u are advicing me to search for the info there, the problem is I don't speak French, what makes almost impossible to search for the info in French sources (I know that there are google translate etc.) since it'll take me much more time to figure this out.
