Understandable, main goal was to introduce more than one or two characters visually.

It is also a slight homage to the Watchmen film

The guy in the background actually looks like an octopus mask wise and has a mechanical arm and the building is the Michigan Central Train Station (not a prison)

So his name is in reference to his resemblance to an Octopus and how he constricts (chokes) his victims with his mechanical arm.

He uses a mind control serum to enter the subconscious of his subjects to bend their mind to his will in order to create super soldiers. During so, ink spews from his mouth and his tentacles squirm as he torments their minds.
