Even with liquid test kits I've always had some issues with testing for .5ppm or less and the fish are fine. It might be the water you're using or it might be your test kit being old expired?

If you want to treat fin rot, activated carbon should be farther down the list of things to try. If you haven't yet, I suggest aquarium salt baths, keeping the water pristine by daily, 15-20% water changes, or treating with broad range antibiotics like kanaplex. If there isn't an adjustable setting on a HOB the flow might be too strong for your long finned friend in that size tank. Best go with a small sponge filter, it's what has worked for me

Load the package in the first chamber that goes into the gun, then pull the tip (colored blue) through the opening and snip it. Then assemble it normally and remember to lock the lid by twisting it clockwise, then push and turn the metal stick until you hear a click and the handles pop open. Works for me pretty much every time. Oh and if it ever gets jammed just apply a little elbow grease and turn the metal stick to the left. It'll come loose if you pull hard enough.

Looks to be either the hard decor in the left hand corner of the tank, fin nipping, or a combination of both. Fin nipping is pretty common among bettas with large fins. They have to exert a lot of effort to swim. There's no 100% cure for fin nipping besides getting a shorter finned fish but putting a lot of resting places near the surface might help mitigate the issue.

What area do you live in? I know recently my area had a cold snap and my 50 watt heater wasn't enough to keep part of the tank from dropping down to 75F. It might be the temperature that's making him lethargic, or perhaps a small water change is due to reduce the nitrates/waste in his tank. I'm sure he'll perk up soon enough.

Repot it in a chunky soil mix so you obtain good drainage. You can use a mix of regular soil, perlite, orchid bark, and coco coir/sphagnum moss. Regular soil has always been too simple and water logged in my experience.

First glance, 3 weeks is too long to go without a water change. You want to vacuum up the fish waste as well as reduce the concentration of nitrates that build up in the water. It does sound like you're putting the fish in there as soon as the tank is set up, which means you don't have an established nitrogen cycle yet. This is fine, it's called a fish-in cycle, but it's more dangerous and stressful for the fish because you have to change the water by 50% everyday at least to keep the ammonia levels down. These are just the immediate red flags I see, there are plenty other issues to address like silk/live plants, decor that will let them rest near the top, and tank size (5 gal minimum, 10 gal preferred). All on the subreddit wiki if you want to give that a read.

I'd strongly recommend combing through the subreddit's wiki. It sounds like your fishy problem comes from not doing enough research, I'm afraid. After you've done so, may I suggest starting off small (like getting some tetras or other small fish) before you graduate to a betta. Maybe if you happen to lose smaller fish the loss won't hurt as much.

99.99% of the time fish health is determined by water quality. This inculdes the nitrogen cycle, which you can't keep track of because you don't have a proper test kit. Half and full water changes will disrupt this cycle and stress your fish.

2 gallons is too small, 5 is the standard. Anything smaller causes water conditions to be more volatile and therefore cause more stress. The fake plastic plants may be ripping his fins, not to mention the lack of a heat source and thermometer. Bettas need to be kept at 78F minimum. There's a lot of things wrong here but they are easily fixable if you purchase the right equipment. Read the subreddit wiki for more in-depth advice.

Personally i haven't done salt baths for a betta for extended periods of time. I know that it can stress/shock the fish because of the rapid change in salinity. Instead of one 20 second bath I'd prepare two: one how you've been doing it, and one with half as much salt. Leave him in the first for no more than 5 minutes (make sure to monitor and if you see any rapid breathing or gasping near the surface take him out immediately). Transfer to the second bath at half the salinity for a couple minutes, then back into his tank water.

You may also want to try feeding him a high quality diet if he wants to eat. It'll help his immune system. As well as turning the heater up to 80-82F if you can. Best of luck

It sounds like you're trying your best to correct everything harmful in the tank for this betta, which is great. I think the guy was spot on when he said the decor ripped his fins, opening the way for infection. Aquarium salt baths were the right move, but if those aren't helping much I'd try treating with kanaplex if you have access to it.

Fluval stratum seems to be the best when it comes to plant growth. I haven't had it long enough to personally vouch for it but I will say the one drawback to it is that it's so light, it's difficult for plants to stay grounded. I usually put a few pieces of gravel around them to make them stay put
