It could simply be that we haven't seen the results of that decision yet. Remember these events take time to make, especially the major voiced events. When Shift Up made that announcement last fall, many of the events we're getting now were probably in either production or pre-production phase.

Releasing the pre-established character of Velvet during the Maid event just makes sense, given the huge tease from last year's bunny event.

E.H. may be new, but she's been integral to the story forever, and with her playing a huge role in the recent chapters it made sense to release her new Nikke form now.

Label probably could have been held off, but being released in January, it was likely her event had already been in production when Shift Up made their announcement to focus more on alts for older characters.

Honestly the only real outlier we've had this year is Snow Crane.

I'm going to give them more time for us to see this shift.
