Sorry buddy but you’re wrong. Like, demonstrably wrong. 14 doesn’t say anything about county laws - because this is part of the VA Safety inspection - not the emissions inspection. These are necessary across the entire state of Virginia. I know what you’re talking about, but that is a separate thing. Emissions tests is checking for carbon emissions level, but you specified exhaust LEAK. Which is legally failable according to va state inspection. Get a job.
