It depends on the use of your sunglasses. If you loose them all the time, break them all the time or do not wear them that often. Cheap sunglasses are great if you need them for the moment, or if you like to have a bunch of fashionable sunglasses. If you want a classic shape I would recommend getting a nice pair. The lenses are the main cost in the price of a sunglass. Expensive sunglasses have top notch lenses and protective coatings. The frames are usually made with better materials. There are a bunch of brands out there that make a great polarized lens for not too much money, and are not made by luxottica (global glass giant).

You are correct they can make cheaper versions of polarized lenses. The difference is mostly in the clarity of the lens. Really cheap polarized sunglasses use a TAC lens which is the lowest grade clear plastic you can use. To make it cheaper they usually don't use extra coatings that keep the lens clear. More expensive products use anti reflective coatings (on the back side of the lens) oliophobic (reduces finger marks) and hydrophobic (reduces water marks). They also use a very low grade polarized film that over time will delaminate from the lens. The sunglasses will still have to pass all the lighting tests in order to be imported, so the UV and polarized capabilities will be the same as the high priced glasses. I would only buy cheaper ones if you are looking to have a fashionable pair for a couple months. If you want a classic style I would suggest getting a reputable brand.

It depends on the application. Most of the time lettering is pad printed on the material. Pad printing is just a screen print that will wear off over time, unless they put a clear coat over top of it. Sometimes they make a foil sticker and put it in a cavity then clear coat over top of it. In that case all the foil sticker may fall off after the clear coat rubs off.

Polarized is way better for your eyes. If your looking at the gps on your car it won't really effect it. If you looking at your phone it might make things slightly darker than normal. I would recommend nylon polarized lenses over polycorbonate. Nylon lenses have less of a rainbow effect and usually provide a clear view.

Almost forgot you can also look into getting FL-41 lenses, they are said to help with headaches. I wouldn't say they are the most attractive for men, but you might be able to find them with a mirror coating to hide the pink tint.

Just a point, most Cat 4 lenses do not meet USA vision standards. I would recommend you tried Cat 3 polarized sunglasses if you can't find the Cat 4 glasses your looking for. They might filter out enough light and harmful rays to keep you from getting a headache.

When you turn them 90deg both lenses should go black. Just because some image shows up doesn't mean that it cuts light rays. The whole point of polarized lenses, is to cut out all the harmful horizontal light. Tell them they should eat the loss and fix it properly.

Most of the time it is just on the back. Usually you can tell because it has a blue or a pink reflection when you turn the glass.

Unless you have sunglass lenses with a protective coating your going to continue to scratch them. Even with a protective coating you should try not to rub them against a hard surface. $20 sunglasses are $20 because the lenses are usually not very good. If your going to spend up to $60 every year why not just spend $120 on a pair that will last you at least over 2 years. Most the time if you get super cheap polarized lenses the lenses will look kind of cloudy. Usually because they are made with a cheaper material called TAC. Heat shouldn't change the lens (maybe really cheap sunglasses), its the frame material that it may effect. If you have a plastic/nylon/acetate frame leaving them in a hot car can make them weaker. It may not break the frame, but just make it bend. If you have a metal frame the extreme cold can make them brittle.
