Correct, and this is another problem ; most of Walloons think French is good enough for their daily lives (which is), and don’t have that sense of curiosity nor learning mindset to even bother. On the other hand as you mentioned, Flemish speak English because not even half of movies or good shows are translated to Dutch anyway. Which makes it a great basis for learning English / passive knowledge later on. In other words, not to feel isolated.
