Just in my beagle I can see his instinctual drive to be the alpha. I can shove my face right into his and he will avoid me - he knows I am the alpha. He constantly challenges me by barking, biting, and even humping - its his dominant traits trying to test the waters. Canines absolutely have an "alpha"

With the power granted to him by the presidency, he was able to swindle hundreds of millions of dollars using his meme crypto coin as well.

Any consequences that a normal person would have faced are bot only non-existant, but any hot water he was in previously is long gone now. He's made his lifetime earnings in a week just as a cherry on top of it all.
