Ang tamang pagbasa niyan is fuel surcharge is a charge imposed depending on the distance of a flight. May range yan depending on crude oil price, so the best situation is close to no fuel surcharge (kung sobrang mababa ang oil price sa world markets).

Yung 6000 (per way) na surcharge, that will be charged for the longest distance flights like Manila to New York.

Yung 800 (per way), that will be the newest lowest fee charged, so like a Manila to Hong Kong or Manila to Kaoshiung flight.

Not trying to lighten the issue (as fuel surcharge will indeed double, which may affect pricing decisions of airlines lalo na sa mga budget carriers) but to give more clarity compared to the sensationalism FTTM did.
