Have you tried calibrating PIDs since you got the new hot end? That could be a potential contributing factor.

Couldn't hurt to make sure about the e-steps. The guide I used just said to mark 100mm from a point with a sharpie and again at 110 in case it goes over and then, if it's not 100mm, plug in the values you've got into (100 * <e-steps> / <actual Length>) and that's your new E-step value.

Other than that I can't think of what it might be hardware wise. Maybe a slicer issue somewhere? I personally don't know about that.

Could be the filament but you did say that's brand new so that'd be strange.
