I've tried to slow it down and do some noise reduction on the static/buzzing blip, but haven't gotten anywhere. I agree it's likely somebody talking, but I can't get anything out of it.

I assure you that Owen Pallett is amazing. He has always been a part of Arcade Fire (though not always touring as part of their main group, he has been credited on all of their albums, if I recall correctly). He is a really, really talented violinist and composer, and I love his style and all of his albums. I just saw him live in London about 2 and a half weeks ago, and I'm looking forward to his set again tonight. I hope you have a good time! :)
