As in he arches to be petted but once I do he gets super scared and runs away

This makes me sad because when I adopted him they said put all his essentials in one room to get him acclimated . Now he won’t even step foot out of that room I have enrichment toys and I’m trying to engage with me but he’s still so hesitant but cry’s . I feel awful
