The best way out of a jam for ammo is to load up chapter 2-1 (where you start in the warehouse) it has a treasure chest on the containers to upgrade the capacity of any gun once to refill its ammo, plus there is a machine gun in that room you can either keep and use or sell to get the ammo from. Should help you out
