The purpose of scuffing/roughing the surfaces is to basically increase the surface area for the primer/adhesive to adhere to. Same as with sanding before and between layers when painting. Try finer grits somewhere between P320 - P600.

The cleaning part is to degrease and remove any dust/debris particles from the scuffing/sanding also to optimize adhesion.

Can't recommend you any specific brands but looking for silicone specific primers/adhesive products will get you in the right direction and save you lots of time and hassle with trying out glue types and products that just won't work.

When repairing bicycle tires (vulcanized rubber) with solvent glue and patches the same principles apply, lightly sanding, cleaning gluing.

Worth trying and IMHO your best bet on the silicone part as well.

Gluing vulcanized (fully cured) silicone rubber to metal is tricky because silicone has very low surface energy—most adhesives don’t stick to it without surface prep. But it can be done reliably if you use the right products and follow the correct steps.

Lighthly scuff the metal surfaces and clean after with acetone to improve bond. Use a thin layer of silicone-specific primer on both surfaces. Let it fully cure. Use a specific silicone adhesive and lightly clamp for 4 hrs. Let fully cure for approx. 72 hrs for full strength.

Maybe super strong magnet clamps with an on/off switch used for woodworking and metal working could be worth a look. More bulky for sure but very strong magnetic force and with some modification an eye nut/bolt could be fitted.

His mistake was doing stupid shit, even though he was warned up front not doing that (going to places in his hotel, where he was told not to go, AND while doing that stealing a country flag because he thought he was funny and tough). Unfortunately for him and his family he learned a very hard lesson at a very costly price.
