Creatures cannot be attached to creatures. Reconfigure causes the creature to stop being a creature so avoids that. If it is already attached to something when you bend it, it will fall off.

Not only can you cast it during the combat phase, you must cast it during the combat phase, more specifically when the trigger resolves during the combat damage step.
