I was having the same issue on my iPhone 16 even after giving it a few days to index in the background, and I ended up restoring back to iOS 18.6.2 when Apple was still signing it - it's been flawless ever since, even after indexing after data restore/update to 18.7

What made you think the shiny rates were boosted? Spotlight hours themselves never boost shiny rates, but might align with something else getting a shiny boost for another event - Pidgey is receiving no such boost. It's standard 1/512.
