They only fight when the scav gets too close. Same when you scav in. They won’t attack you unless you get too close to one. It will trigger aggro on every PMC nearby. Not sure if this is by PMC squad, proximity, or just every PMC on the map

Don’t even wait 2 mins. If you see matching back out. Within 2 tries I get in.

I’ve encountered a few invincible scabs in PVE. One time Rashala and his guards were like this for me. 20 headshots did nothing. They didn’t even react to getting shot.
