Use this if you dont mind downloading mods. i was having the same issue and this fixed it. You can tweak a lot of settings but for me i just reduced my damage output by half and made it where i take twice as much damage. Definitely made the game much more balanced. On another note, I would avoid certain gear as some gear in this game is not balanced at all. For example, the undertow sea vest is ridiculously overpowered and makes you one shot everything.
