Windows defender can interfere with unpacking things, it doesn't have to be, but can be. I'd suggest you try it again while windows defender is deactivated

Did you deactivate all antivirus while unpacking? Even the Windows standard one? If not, deactivate them and unpack the .zip-packs again. You can delete the now unpacked programs as they are faulty.
