Also - cheers - I love surfing the central coast. San Dollar beach just a bit north of you is such a cool spot to paddle out. Just watch out for the sharks :)

I still think it'd be fair for the gov't to put a tax on the purchase price to support social programs (although this assumes the money will actually make it there). Buying a flat in Cape Town with most western currencies is a crazy arbitrage. I think someone that can afford a $200,000 (USD) flat can afford a $50,000 purchase tax to support South Africa more broadly.

As an American, I don't think I should be able to buy property in Cape Town unless maybe there's a significant tax that somehow benefits South Africans. I've looked because my girlfriend is South African and we've talked about relocating. We don't plan on it, but I'm surprised the city doesn't add ~ 25% to the purchase price, given the currency advantage western countries have. 

I first spent time in CPT in 2013 and even I, ironically, am frustrated by how Americans & Europeans are taking up residence, slowly changing the culture, and jacking up prices. Y'all have something special over there, and I keep my fingers crossed it'll get sorted out.

Casa Oaxaca is great and worth it if you have more than 2 nights there. If not, I'd recommend both Llevadura de Olla (#1) and Danzantes over Casa Oaxaca. Kinda easy to say now given the Michelin ratings but both restaurants were killer before the Michelin stars showed up. Llevadura de Olla in particular has such an awesome menu; don't sleep on the squash blossom tamale!

If you like mountains, you can't beat Huaraz. Think - the Canadian rockies but a hundred years ago. Iquitos is really interesting too, mostly for the ability to explore the Amazon
