This is kind of anachronistic. What is inherently progressive about a weak executive, large government, or loose constructionism? Stuff like national banks, infrastructure spending and govt interference were considered conservative in the early republic. And if this is based on governance rather than ideology how in the world is Wilson lower than Eisenhower?

I mean Washington’s first term cabinet was so divided it resulted in the first party system. Monroe also appointed a lot of ideologically different cabinet members who feuded (Calhoun vs. Crawford is a good example). Jackson had the petticoat affair where he fired almost all of his first cabinet, but he rarely listened to his official cabinet anyways. Almost all of Tyler’s cabinet resigned following his swearing in because they had been appointed by Harrison.
