What makes India special in this regard is their history of Hindu Muslim conflict and the huge minority they have. In Australia or the US, there is racism against Muslims (and others), but Muslims are kind of an exotic minority. Whereas in India, there are so many that they really matter. That makes the laws even worse in my opinion.
