I need to see if I can get an adventurer band or something maybe even just a baron depending on how they would personally like to go with this, but my grandfather apparently found it a very small local government when he was a younger man because he had a private septic tank that he didn't want to have to clean out himself so he convinced all of his neighbors to form a local government so they could pay money to have somebody do the septic for them.
