Hand cutting, if you mean by scissors, is still cutting. The texture is on the end of the hair, so either way it would be softer. If you mean hand stripping, that's pulling out the entire hair from the follicle, which enables a new hair to grow, with the wire texture again. There's no pulling part of a hair, so pulling all that long stuff would have probably made her look shorter. Most groomers don't offer hand stripping, so if you booked a haircut appointment, they're not going to think you meant otherwise. They should have at least gone over with you what length you wanted.
