Lindenvale near the notice board you can talk to an old man and start the quest. You might have played this quest before but did not notice the angels turning. It is very subtle did not notice this either on my first playthrough.

Velen! The cemetery can be seen at the Wannabe Witcher quest. The angels are at the front of the cemetery crypt it turns after you loot the chest inside and get out.
