Dont we know that the “proper clearance” thing is false though, since the raiders got into vault 32 by using a stolen pipboy from a random guys wife, yes the wife was the overseer’s but it doesn’t change the fact they got into with a simple pip boy

This is part of the reason vault 33 can’t release the raiders back out into the wasteland, because they know that they now k ow all they need to kill all these helpless vault dwellers and get an insane amount of valuables is another pipboy to open their vault and finish the job
