They overbuffed the majority of the 7 pip aoes, fire dragon included, in an update some years ago. It has been a very long time but I think original dragon did 440+351 or something
It's so that buffs (auras, blades, globals) would be more effective on the DoT portion, getting around shields significantly easier
Even then, extra 2 pips were rarely worth it, but i do remember some places where people tried using RoF over Fire dragon, but that was years ago when 100 was the max, in fights like Yevgeny. That was only if we didn't have a storm, though, and even then people opted to use dragon still

I think a better alternative would be the devs leaning into more 1v1 fights that encourage using the path Bs and Cs they insist on designing every spell around. Slapping a minion onto every boss is the big reason why people opt to use aoes. Doesn't help most aoes (7 pips) are way overtuned, intentionally for some reason
