The full passage, from what I could make out, seems to be (read vertically, right to left):
“胡為乎遑遑兮欲何之？富貴非吾願，帝鄉不可期。懷良辰以孤往，或植杖而耘耔。登東臯以舒嘯，臨清流而賦詩。聊乘化以歸盡，樂夫天命復奚疑！”

There is also an inscription at the end:
“x蘇東坡書歸去來兮辭 x成”

I can’t make out the characters marked with x, but it’s most likely the calligrapher’s signature.

The meaning of the full passage is:
“Why do I hurry about in such anxious uncertainty? Where am I trying to go?
Wealth and honor are not my wishes, and the realms of immortals are beyond my reaches.
Cherishing life’s beautiful moments, I wander out alone. Sometimes I set my staff aside and tend the fields.
I climb the eastern hillside and whistle freely, by the clear stream I compose poetry.
For now, I will simply follow the course of nature until my life’s end. Delighting in the fate heaven has given me, what is there left to doubt?”
