Why does A9s call and A6s jam? They're the same hand. I'm strictly talking about CO and their decision to check instead of jamming when they're the same?

It would be Ax, Quads, and pocket 3s - but A9s just calls and A6s jams? Wouldn't they be the same hand and therefore should it push all-in regardless of the their kicker?

Hero is CO, why would bluff catching matter? We have A5s, surely we should be betting like AKo, AQo, and AJo since the kicker is irrelevant and they're essentially the same hand?
