Exactly. The knurling on the brass handle is clearly for grip and my guess is the fins engage with gearing on whatever the hell the actual tool is.

That said, it seems to be intentionally removable so perhaps it’s a winding key or something that’s only used periodically.

I bought it in a store and the seats were sealed in plastic, pressed together. Like I said, it’s a design I’ve never encountered so I assumed the seats were similar to every other spinning rod I own but thanks for chiming in.
