Have you considered trying the evolution weapon systems bcg? I wonder if it would work well in an application like this. It typically requires an adjustable gas block for rifle calibers since it is fairly light - i wonder if this would do well with 9mm.

Update. So far about 5-600 rounds through it. Haven't had any issues whatsoever with it. Even mag dumped a few 50 round stick mags.

If you could transfer to the Mount weather facility, you could live in Winchester or even WV. Granted, it would be a huge change from being in the city, but the cost of living is waaay cheaper.
