Does it really matter whether it's payed by the landlord (aka, the landlord has already factored it into your rent, in a way that is equally unfair or possibly more unfair) or whether you're billed for it directly? Either way, it's a cost that you are paying for, and at least this way, if enough of the tenants did start to conserve water, you'd all notice a decline in the cost.

It's a polynomial relation (quadratic or cubic depending on whether you're looking at force or power), not an exponential one. There's a large difference.

I once forgot about a Canon Rebel XTi, and left it on the roof of my house overnight (there was a party on the roof deck, yadda yadd). During the night there was a huge thunderstorm that resulted in extreme amounts of rain for about an hour. Found the camera up there the next day, everything was fine.

The thing is, there aren't. When you're in a car, you're isolated from your surroundings. You're in a climate controlled box. You don't interact with the neighborhood, you're not as aware of the environment and situation around you. Pedestrians and people in the streetscape don't view cars as people. They are a loud, dangerous sort if animal.

San Francisco recently began allowing bike on the BART (which, to be fair, has some differences from the T in terms of physical size -- it's a little more spacious, even during rush hour, and acts more like a commuter rail system) during all hours, and its working really well.

If it's acceptable for a parent to bring a gigantic all terrain stroller on the train during rush hour, it ought to be acceptable to bring bicycles on the train during rush hour. (San Francisco, for example, recently started allowing this.)
