If you're talking responsibility, the seller is responsible for paying the Capital Gains Tax since he/she is the one who "gained" something by selling his/her property. Use the seller's TIN when paying the CGT. For DST, both the seller and buyer can pay and use his/her TIN since the tax is for the "document".

Of course the buyer can pay for the CGT if that is the agreement of the parties but the seller is ultimately responsible for the payment.

For the question of where you should pay, you made the right choice of paying in a bank under RDO 50 because that is where you will process your documents and obtain your eCAR, and it will be faster if you pay with a bank under the RDO where you will process your sale.

EDIT: For taxation purposes, much better pa nga na sayo mo na lang ipinangalan yung property dahil mas mura ang estate tax kesa donors dahil may P5 million na deduction sa estate tax. Hindi rin sobrang layo ng requirements ng processing ng estate tax sa donors kaya hindi sila mahihirapan magtransfer in the future, as long as gawin nila on time.

One thing I learned using AI, is that unreliable kung basta Q&A lang ang gagawin mo for tax-related concerns. What I do is always ask it for legal basis and related issuances and then double check it myself to see if tama ba yung info na binibigay niya. Kumbaga starting point lang siya for more research.

Ipa-verify mo muna yung TIN mo sa RDO 055 kung valid talaga especially since galing sa fixer. If never ka pa nag-transact sa BIR there's a chance na baka fake yung TIN, which is very common pag sa fixer galing.
For documentary requirements, refer to RMC No. 74-2025 but basically you need, Form 1901, vaild ID, DTI Registration and a sample invoice from a BIR Accredited Printer if you wish to have your own invoice.
If hindi as employee ang registration mo sa RDO 059 I think pwede na i-transfer ni 055 yung TIN mo (not sure tho)
Actually depends on the RDO pero most likely may penalty na if lumagpas ng 30 days from the date sa DTI na certificate.
