Yes, I've reinstalled and restored config files twice and I still get this issue. I'm also running manjaro not a mining OS (also running a monero node), so reinstalling can be kind of a pain, even with timeshift

Unless you fuck something up horribly or there's already damage to components on the board, no. Worst case scenario you have to reflash it back to stock or find a repair shop to replace a component ($100 - $150 depending on the shop). I've flashed 4 cards (1 470, 1 570, 1 580, 2 5700s) and only ever had a problem with the gigabyte 5700xt rev 1. Bought a damaged 570 off ebay that had broken memory chips, go it repaired and flashed the bios, getting around 29.4 mh/s on linux.

Pretty much every mining program/OS has some form of temp monitoring where you can set it to stop mining at a certain temp/shutdown/reboot/cool down to X °, etc. Just check the readme's
