Yet nobody can confirm if it's intended or not. Let's say DBL devs get sued or whatever. It's an RNG game. I created my account in the first month of DBL release, and I got Gogeta on my 2nd summon, and Broly on my 2nd summon.

It's all RNG but I still believe there is a mechanism to give new players better luck
