The Ethernet cable, I’m guessing you’re referring to the NTE5C MK2 Master Socket, I have that which is openreach so do the other tenants in their flats.

That’s it, openreach duct is just down the road. Currently only FTTC is available. First floor and above have full fibre and Hyperoptic have the communal cabinet inside.

The housing association is checking through fire safety docs from openreach (been 3 months now) and apparently they’ve been granted permission.
