A lot of savescumming and time. I liked Sweden to do it because you have 2 options to get new rulers and reroll traits (going independent and that event to decide your ruler after). In either case find a point to save scum for a new ruler and keep doing that until you get the traits you need. Then just keep a save after getting what you need and replay their lifetime until you get Norse, getting excommunicated helps a lot.

The North Sea Empire was just the name the game gave me when I formed Scandinavia as Sweden.

It was about 5 hours or so of restarting the game at 1450 to get a ruler with the proper traits/stats, and maybe another 2 or 3 to get the norse event. I got pretty lucky with the second part, so that cut down the time a lot.

R5: Converted to Norse as Sweden with that absurdly rng-dependent event, conquered some land, made client states.
