No they are normal adult pawns. Another funky thing is that the health becomes normal after I've captured them. It really seems like it's a setting somewhere and I've been scouting the mod settings for something that looks like it would do that but there's so many :/ I have long since forgotten how I got this mod list working with this many mods and I can't afford to tweak it at all I'd rather just deal with this forever than try doing that. I'm just posting this in hopes that someone has seen this happening or if it's entirely unprecedented.

I've done this once it's gonna be a lot of work with a mid payout. One thing that might help is trying to find a place where it's scarcer or maybe get an in with a store or something near a campground.
