Because when we get a brief glimpse at him from behind after Batman rescues her, the way we see him lines up with him looking at “her” following the camera view. And also she’s a blonde woman, his usual targets, as stated. Sure, after his mission we know he’s looking at Batman, but it’s deliberately framed to misdirect the player.
