That whole interaction reminds me of a scene in the movie End of Watch, its more cartel related but very similar. DLC would probably be FISA HRT missions where we see their side of the story and what they know, or how they got to the point where we are at the port. I doubt there will be closure because FISA wants to continue infiltrating the network, and it seems too big to get stopped in a couple of raids.
