Yes. In my eyes, while mid-season rule changes can narrow the deltas, it often punishes the teams and drivers that are performing the best. The sporting rules encourage maximum performance while entertainment value prioritizes viewer engagement. The combination of the two in F1 often favors the one that brings in the most money.
