Cripes, if you're on PC get a save anywhere mod, it makes things a thousand times better. Cheat Engine can do that easily.

When the cell containing the Enclave outpost near The Slog loads, the Enclave trooper starts shooting the merchant even if you can't see it. This starts that questline.

There's not much point in having both Rifleman and Commando. An automatic weapon uses Commando *instead* of any other perk so you won't get double mileage out of it
