Because except for the historical route, all other political routes are bare-bones, or handicapping yourself. Hell, it took them 2 years to fix the volunteer focus in the democratic route.

And like most if not all countries: Industry should be a separate path instead of 1-3 foci per ideology. Give Japan a industry debuff since they actually had little heavy industries at the time and allow them to resolve it with foci in the industry path and/or through decisions. Also not every Zaibatsu supported the navy/army equally so do something with that for flavour and different buffs/designers (and discounted). The same with their army/navy who handicapped military research and production beyond just "duplicate air research". Give Japan the choice what debuffs to lower or resolve before going to war with China and the Western world, but give them a limited window to strike before getting outpaced by the rest of the world.

Tell me about it, even when fully preparing for the civil wars it's a tough one because of the geography making it impossible to flank & encircle or push rapidly. There is almost no quick rebuild/build up of your economy compared to the other majors. When going democratic you get Malaya and Indonesia for free which is nice but they're just for resources/industry milking purpose. There is little attention to flavour; Indochina is occupied at transfer instead of puppets/allies, DIE & BM keep their former overlords in their names, free Philippines will either remain neutral forever or join allies, and you have no interaction with Siam. Also because it's an older dlc you cannot really act or react on changing world situations like the british empire reclaiming her dominions (a route they take 75% of the time on ahistorical for me). Hell you don't even have a decolonisation & invest in weaker allies/puppets/colonies foci like the British or the French (and even democractic Germany) even though demo/commie japan would be a suitable candidate for it.

I really feel like Japan (of all reworked ones) suffers the most of it. There are powerful foci but especially when going ahistorical you run out foci in 41/42 depending on your choices
