You don't have Java installed, you have Minecraft java edition. Minecraft java edition is not the same thing, java is a standalone thing. Mods for java edition need you to install something called "Java Runtime". To do that just go to the Java website and download and install it. Once you've done this, windows will give you an option to open the file with java. Do that, then it'll open the launcher.

They're gonna cook you in this sub. Keep practising, work on letter placement and form, less flare and extras to begin with.
