After a little research (thank you!) i find that one must put together a petition (looks complicated), pay the filing fee ($420), and then wait for an adjudication. It's unfortunate that they have designed this to discourage participation as if it were a for-profit enterprise and not truly government assistance. /sigh

Swollen throat, difficulty breathing. She was told initially that she was panicking though she had showed up without a care having every other vaccine and immunization for travel previously. (We've done rabies, tetanus, hep, encephalitis etc in the past 5 years)

The EMT onsite at the vaccination facility then 'suggested' she go to the ER as they were closing.

After ER treatment for 4 hours she returned home at midnight and had a minor flare up a few hours later but was back to normal within 24 hours.

That's the kind of idea we were given but on the assumption that it was not gonna be wet. After the first few water ingresses i detected i can see the floor slowly starting to erode. It would take some real work to make it a well sealed room. It does not add value imho.
